Growing the Company

Fred Mills Sr. founded MS Development Corp. in 1968. Through closely held corporations, partnerships and subsidiaries, Fred has been responsible for the development and construction management of thousands of single and multi-family units located throughout North and South Carolina. Then in 1999, Fred Mills Sr formed United Property Management (UPM) with the understanding that responsibly owning assets requires superior property management. In 2001, Fred Mills Jr. formed Mills Construction Company of S.C., Inc. to act as a successor corporation focused primarily on multi-family construction management.
